From next year, the bottom placed team, in 11th, will not receive any prize money. Another way of looking at it is that basically, only the top 10 receive prize money. The logic behind this is to spur on the competition at the bottom.
 
I thought the system was like that already, or does that only apply to money earned by FOM that's given to the teams?

No, since 2010 the "new" teams were given a slice of the pie as an encouragement for new teams to actually join.
Its just the top 10 are given bonuses for each position.

The change is basically that the "new" teams don't get any such compensation now and they have to be 10th or better to get any slice of pie.

Or in other words, its going back to how it was before 2010. (at least that's how I understand it).


It does say this in the BBC article at the very start you know. ;)
 
I hate to look like a pessimist here but here it goes. If new teams like for example the proposed Scorpion Racing squad want to last in F1 the would need to build a car that would be capable of scoring points on a somewhat often basis to beat the Caterhams and Marussias of the grid. Now depending on how close the competition is with the new regs I would be more inclined if I was an owner to put money in a sportscar series like WEC, USCR, or FIA GT. not Formula 1 that's just me but on the bright side it makes the backmarkers race for 10 a boatload more interesting
