Can I still join?
Yes you can! As a matter of fact, EPS is in the process of confirming its drivers for the opening round but it will strive to run full grids on every race. At the very least 3 reservists will be allowed to start on the grid with the regulars.

Not quite. The regulars had to go through a pre-qualification process and then a 90 minutes race @ Suzuka. Now EPS will not host a race on Suzuka every week so what is required of you is that you send a replay here:

3 clean laps within 105% of the fastest lap posted in the pre-qualifications.

Is there any special rules for reservists?
Sure is, every reservist will be on probation for 2 races. Meaning the marshals will keep a close eye on the reservists to ensure they will drive clean and fair. One contact will result in a stop and hold for 30 seconds and a second contact will be an automatic disqualification (note: it must be clear it was the reservist fault, EPS does not want regulars kicking reservists out on purpose).
