Engine and body Rebuild-When to buy?

Im doing some extensive testing at the moment on Spa with the Zonda LM Race Car,my lap times are going down and down each time but i was wondering when its suitable to rebuild the car,i got it from the UCD with about 4.5k miles.

And what effects can it help,especially the body Rigidity option.
 
I have never performed either of these on any car :lol:
