Engine changing penalty and Testing ?!

All this button discussion got me thinking , if a team has an engine that has done 1 race already, and then they go to do some testing and the engine blows up do they get a penalty? or do they actually take the engine out and put another one in for testing? if yes how can anybody know if teams don't change engines between races?
 
Teams can test with new engines, new cars, anything. IIRC testing is basically regulation free, however, safety standards must still be kept (e.g. the track must be FIA approved, have track marshals, drivers must obey red flags, they must have medical facilities on site, and the cars must have passed the crash tests, etc.).

Now, back to engines. Once a race is finished, the engines are checked then sealed by the FIA. Teams cannot use the engine until the seals are removed at the next event.
2006 Sporting Regulations
After consultation with the relevant engine supplier, the FIA will attach seals to each engine in order to ensure that no significant moving parts can be rebuilt or replaced.

Following the first of the two Events, and within two hours of the end of the post race parc fermé, furhter seals will be applied in order to ensure that the engine cannot be run until the second Event. These seals will be removed at 09.00 on the day of initial scrutineering at the second event.
 
I don't know if it's covered in the regulations or not, but I seriously doubt the teams would choose to test the same engine as they were due to race the next weekend with (if they were even able to). The teams are already limiting their drivers to a certain number of laps and that's only taking into account the two race weekends.

are the engines stored at an FIA storage place ? how are they sealed ? can the seal be removed and installed on a new engine without the FIA knowing?

So, if testing is regulation free, does that include the circuit, can they test on any circuit they wish (subject to circuits permission) or is there limited circuits they can use. (Valencia, Paul ricard, Jerez, Catalunya, Silverstone).

the track must be FIA approved
I believe there is also an agreement not to test outside of Europe, but several teams were testing in Bahrain this season.
