Engine Limiter and PP problems?

Ok I just bought a Peugeot 207 GTI '07 for the new seasonal event. I fully MODDED her NO TURBO.

Now before break in she is at 245hp/451pp, so I try to lower the limiter to hit 450pp. Now when I move it .1% to 99.9%, it drops a drastic 6hp and 3pp 239/448. I move it 1 more time 99.8 and the pp drops again 239/437. Now After her drastic fall it takes 8 clicks to get the engine to drop 2hp and 1pp(which is normal.

I have been able to take plenty of new cars and run them and have never had a problem with dropping my pp to meet regs.

I just tuned this car to 450PP. See my garage in my sig.

I had heard that some cars are funny between 100% and 99.9% but this is the first time I have seen it happen.
