Error Problem

So recently as I don't even know how this happened but I get this error all of a sudden.

The Procedure point SetTheThreadPreferredUILanguage could not be located in dynamic link library kernal32.dll.

I ran scans they all come back clean. So somewhere I must of deleted something or whatnot. Wondering if anyone could maybe point me in a decent direction. (Google Didn't help me at all)
 
A little more info is probably needed.

Does this happen when trying to run a program? If so re-install that program.

What version of windows?
 
What was last program you installed?

Did you run a virus scan? What anti-virus are you using? Is it up to date?

Download malwarebytes from malwarebytes.org and run a quick scan.

You can try going to Start-->Run-->msconfig-->Startup tab. Look through all those entries and see if you see anything with a check box by it that looks strange. You can pretty much safely un-check those and restart if you think one is odd. Or if you want to type in the entries I can see if anything looks odd.

Also from Start-->Run-->compmgmt.msc

That loads computer management. Expand "Event Viewer" and look under Application. You may want to filter out the "information" notifications. "View-->Filter-->un-check information"

That will show any errors or warnings. It's possible you maybe able to determine what is failing that way.

Does the computer run fine otherwise? Does it only popup that error on startup and you never see it again?
 
It's only on startup and it runs fine without no problems.

I have avast and Malwarebytes and run scans every tuesday/thursday, Both come back clean.

Event viewer just gives me info boxes.

Last thing that was installed was removed same day but didn't come up after it was removed though.

Doing the sfc /scannow right now (Only problem I see with this is that since I got XP Pro SP 2 disc so if it verifies that the original versions are not there its because I have SP 3.)

Also do start> run and type msconfig.

Show us what's in the startup tab.
