The best way to do that mission is to drive around all three islands in Liberty City until all the locations have appeared on your radar. Then you should go to Portland and start blowing up the coffee stands. The mission timer starts as soon as you blow up the first one. So you should have enough time to follow your radar from Portland to Staunton Island to Shoreside Vale, completing each island as you go along.

Maybe I haven't explained myself. You DON'T need a map because when you start the mission, you can just cruise around Liberty City until all 8 or 9 coffee stands are registered on your radar. You can then start in Portland, destroy the coffee stands there, go to Staunton Island, destroy the coffee stands there, cross the bridge to Shoreside Vale and destroy the cofee stands there.
Once I'd figured this out, I was able to do this mission with the allotted time easily.
