Downforce full. Diff 5 5 5. Springs 17.0 18.5. Dampers 8 8 then 7 7. Anti roll 4 3. Camber 2.5 1.5. Toe -0.15 -0.15. Brakes 10 10 (may need adjustment if running without ABS)

I'm not much of an F1 driver but it has definitely made myself and a friend faster, and he drives F1 much more than me. I would post gears but I forgot what I did, sorry.

Too much down-force and you lose top end. This isn't a bad thing, but not good. You need to balance it.
ABS = Anti-Lock Braking System. The higher you set that number, the more it interferes and the less braking power you have. ABS 1 lets you get the most power out of the brakes without locking up.

Completely different machine. So no.
 
I agree that losing top end speed can be bad cbabb, it can be adjusted to personal preference, and I'm sure this setup would work with lower downforce. The reason I use full is because, as I said, I'm not good in F1 cars so I expect to be behind and slipstreaming.

THIS works on the Red Bull. The second setup I posted here is pretty good.
