Family Pack Help

So I've purchased the First DLC Cars also known as "Car Pack 1" Back in October and today i got the family upgrade and purchased the Car Pack 2. Then...i got on my other account to check if the Family Pack works fine and it only gave me the Track DLC and the Car Pack 2. It didin't work with Pain/Gears/Car Pack 1. Anyone know if this can be fixed?
 
There are two family pack upgrades. One for the 1st cars and one for the tracks. You need to download and install both.

The paint/gear is not a part of the family upgrade, only the cars and tracks.
