From what I can gather from the GT web-site, the Family Upgrade means you can only share dlc on one PS3?

This is a bit useless if your family use there own system, in a bedroom for instance. Don't know whether copying game saves will make any difference?
 
Put your account on the other PS3, the DLC should be ok to be present on 2 activated PS3 systems, any more than that and you will probably be breaking the T&C....
 
Can anyone tell me how to make dlc track avaible for my wife's account ? (same ps3)

I have just turned on her account (after update 2.02) and she can buy dlc cars but can't see (training) tracks !

How to make them avaible for her to play ?

The upgrade is not available yet, and she might be able to see the cars to buy but you try and buy them, it won't let you until the family upgrade is installed.

So, the FAQ says it should be available today, I don't see it.

We're probably getting it tomorrow, along with the new DLC.
