The quickest and easiet way I have found to make quick and substantial cash is by repeatedly winning the Capri Rally (easy) in the Special Events (it's the 2nd rally from the top). It's only 2 races (of 2 laps each) against the one opponent, and the reward car is a Toyota RSC Raid Rally Car '02. You can sell it for a cool 265,000. Not bad for 2 races work.
Re-race the Capri Rally as often as you like to replenish you funds. Too easy!
