That's how many sanctioned races end. Your finishing place is where you were when the winner crossed the finish line. If it's allowed as little as 20s, why not just allow 0. More heat of the final moments racing then anyway since you're not sure when that last exact second is.
 
You can adjust the time limit after the winner passes the finishing line. Don't know if you can get it down to zero but you should be able to get it quite low.

Not true. Sanctioned races end when the car crosses the line. You can race to the line, not where you are when the winner crosses. I think the time limit should be around the average lap time to allow fair last lap battles.

Also not a bad idea. Either way, more customization would be welcome.
