The FIA (I think - basically whoever makes the F1 rules) has license restrictions on their cars - no car can compete with any other car besides other F1 cars (excluding the FGT) and (I think) no F1's can be licensed unless a whole series is put in - which requires another license (like PD tried to do with NASCAR/WRC).
Ferrari - on the other hand - has some "special exclusion" from the second rule and can therefore have their older F1 cars licensed to games without having to have a whole dedicated racing series. They still can't compete with any other cars besides F1's - which only leaves F10 vs F2007.
It's sucks, but it's better than nothing. The only thing you can really do with them is take them to photomode and practice/arcade/online (in an F1 room). Hopefully we can get some older ('60s-'90s) F1's....1000 horses with less than 1000lbs
