Fixed camera (disable panning) on replay photo mode?

I was messing around with replay photo mode and I wanted to take a picture with slow shutter speed in a fixed position. Practically, that means I want to show car movement, while the scene remains static. It turns out this is not possible, because there is no way to disable panning! So, the camera must follow the car in one of the 3 available ways, but there is no way to place the camera somewhere without making it move.

Is that correct or am I missing something? Seems like a silly idea from PD to not provide this option.
 
Ok, in case anyone is interested, I just realised that the camera follows the object that you focus on. Therefore, if the focal point is on a track object, then it's not moving with the car and you get that effect.
