I've tried to enable the guages in chase cam, and have kinda did it
What I did was with CE(Cheat Engine) try to find values that only changes between the bumper cam, and the chase/roof cam.
It gave me quite a few of them, but forcing them to not change made it work.
Now, there were 2 issues:
I bring this here both to showcase it, and because I don't know CE well enough to figure out how to make it work without having to find the new addresses every time & because I don't know how to possibly turn it into a pnach.
I attach the CE file, but not sure if it will be much use due to the aforementioned addresses changing.

- it only worked in time trials, but it's likely because the race HUD is bit different, so it's bit different value, but it should be possible to get it to work with same strategy
- the addresses in CE change after reseting the emulator
