A few reasons why:
- historic accuracy
- European Fords are very different to American Fords
- Pride
- If PD splits up Honda and Acura, Vauxhall and Opel and Holden, why not Ford USA and Ford EU
- If there is a Ford AU for 1 car, there can a Ford EU for multiple cars (Incl the GT40 and the Escort)

maybe there are more reasons you can add to it :)

Ford is an American make, so all cars with the blue oval on them are considered American cars, even if some of them never saw the US market.

These days, all Fords are the same for every market. So the Focus for example, is the same for every market it's sold in.

Yep but the Focus was built in Germany (1st and 2nd series) .... only the third series is the same in Europe and in the US ....

This is not a bad idea altho' it does open a few cans of good ol' worms....Why just stop at Ford, one might say. What about GM North America and South America? There were unique cars developed for different markets by pretty much everyone so.....well I still voted for it 'cuz I'm a Mustang guy (therefore must support anything Ford related).

Another reason is that PD does treat obviously European Fords (most notably the RS200) as European in the game, but doesn't allow the player to do so.

Considering they split up Ford Australia (Though there is only one Australian Ford in the game), splitting Ford US and Ford EU would make sense.
