What should a person try to accomplish when adjusting the visual/performance settings in a racing game on a PC? Only 25ish fps is what is needed to flow properly to the human eye (is what I heard). I prefer to set the visual/performance settings as high as I can and push the fps down to around 40, then limit the fps to 40. I think if you do this the best picture is achieved and the fps is steady and the game runs smoothly.
 
You want to be going for frames per second over visuals (or just get a card that can run 1080P ultra at 60FPS lol). the minimum you can get away with is 30FPS if its solid Driveclub on the PS4 was a solid 30fps and it was very smooth. But if you can get 60FPS go for that.

That's a myth, just Google it.

In racing or first-person shooters you want the FPS to be at whatever your screen can handle (higher is useless), but usually at least 60FPS. That said, if you're playing solo, anywhere between 25-60 can be just fine, depending on engine and type of game (e.g. playing Skyrim at 30-ish FPS is perfectly playable). But online multiplay I would turn GFX down a notch and make sure you run a steady 60FPS or more.
 
I thank you for your responses. The reason I am asking is that I have introduced a friend to PC gaming, and I am helping him set up his game settings. Got Project Cars 2 running on my little Acer laptop with some high settings at 40 fps, the rig has 8Gb RAM, I5 CHIP@2.3 Ghz, NVADIA 940 MX Geforce and a 200 Gig SSD. We are mostly playing solo, and I am trying to get the most beautiful picture possible;Therefore I am only trying to get 40 fps. We play on STEAM so I manipulate what is possible with launch options and such.
