You just need VERY subtle control inputs, and on ice, you need to make them WAY earlier than you normally would.
With a wheel and pedals, you have somewhat finer control over your inputs. The idea behind ice racing is to be as smooth as possible and so carry as much momentum as possible through each turn, since braking and acceleration are so compromised. Try staying in higher gears so that you have less tendency to brake the rear wheels loose with the throttle.
Sorry I don't have a silver bullet for you, but it really is more of a technique issue than a settings issue.
