Game uninstalled and now it will not work. HELP!!

so I went to play the other day after not playing since Forza 6 was released and I had to update so I did and then the game was uninstalled after the update finished. I then reinstalled the game and now it loads gets to the start screen then tells me the game needs to update so I accept. it then shows me the modified car pack installing then it says installation stopped and every time I try to restart it, it does the same thing. Can anyone help?
 
I've deleted and reinstalled 3 times. Makes sure you delete from every where. PS plus online cloud, or whatever it's called.
Hard drive, downloads, etc. Everywhere possible. And there's something somewhere about licensees. Find that and renew or whatever it's called you have to do with them too.
