I had just downloaded the game off of the PS store a few days ago, and once everything downloaded and installed I turned the game on to try and play. The game then told me that there were 12 updates to install, which I promptly downloaded and set to install. I come home from work and the infamous update error was on my screen, so I retried the update. I retried about 8 times. There is no game data for gt6 in the ps3 game data utility folder, so that option of deleting it and restarting is out. I checked the version of the game out of curiosity and it says that its 1.13. Why would it want to update still? Would anyone know how to fix this? I've searched just about everywhere.

Did you install in game? GT requires a 2-part install - download & install updates from PSN.
Then start GT and install updates from in the game.
Only game i know that does this.
Maybe why no data in folder

There would be no, or very little, data in the 'game data utility' folder because the game updates are added to the files of the digital download, which is different compared to the disc version.
This is a snag with digital downloads, because to the best of my knowledge, should you strike an issue with a game update, it means you will need to effectively delete the game, re-download the game, and then attempt the updates again.
So basically you will find that game updates are put into the game data utility folder for disc based versions, and the updates are added to the files found under the GT6 icon for digital downloads.
Therefore the only way to remove corrupt/failed update files for digital downloaded games is by deleting the game itself.

I believe that's what I'll have to do. I don't understand why it would want to update when it downloaded to current version, but all I can do is try it. Thanks guys

I assume you only know it is v1.13 by using 'triangle' and checking as opposed to starting the game?
If not, what exactly does the game do when you start it?

The game will start, then it starts the update process. It goes for 10 minutes or so then throws the error at me. I did that, plus I pressed 'check for updates' and it told me the current version was installed.

Yeh, sounds like an update install failure.
Probably due to a corrupt file during download or packet loss (dropped files).

You could try correcting corrupt files via safemode, but the odds of success aren't great.
In my opinion, you are probably better off simply deleting the game from the console and re-downloading from your download history list.
Once done, check the game is working by playing offline.
Then proceed with the updates.
Do them in stages instead of one huge bulk.
A good description of how this can be done is in the link below.

I've re downloaded and I'm just getting to the updates now I'll do that. Thanks for the help I appreciate it.

Oh man, you should have just booted the game up while being disconnected from the Internet. It would let you load the game without checking for updates, which is where your problem is.

I'm surprised no one mentioned this.
