Gear Ratio tweaking

Any know anything about tweaking gear ratios. Is it the higher the ratios are the faster the car is and lower the gear ratios are the slower. I wanna tweak the Gear Ratios on my car but I don't know what the mean. can someone help me understand the Gear Ratios

keep your ratios around 12 - 15. 5 speed gearbox can hit around 270 -290...6 speed 290 - 320 kmh

whatever you do, do not make your accelleration suffer...do not put the ratios above 17 if your car is under 460hp. it will turn into a puss bucket
