Gear ratios - feel stupid

The max speed setting is the slider bar underneath final gear ratio, usually you set that first, then touch the individual ratios.
 
So, been trying to tune some cars.
Found this tune:

Now, it seems you have to find the right "Max speed" setting to be able to make it work some tunes...?
I don't understand this.
To make it I had to set it at 390 to be able to set all gear ratios correct...

Also, what would be a good Max speed for this car on Nurburgring 4h?

It's my tune. You just have to follow the procedure writen in the tune sheet (if you want) to have a good gearbox for the Nordschleife or 24H or Type V...
It's setted for the max speed with a little margin for draft.
I did it this way because the car have a huge torque then don't need very close gears and also because 4WD have a huge grip and need this kind of gearbox with a short 1st gear to perform a good grid start.

This car was tested on the Nurburgring.

Why does the range change when I change the Max Speed preset?
Trying to follow praiano63's tune, but I can't set the same gear ratios... :(

... Praiano's tune has a step by step procedure of how to get his ratios.
Rest to Default
Final Gear to 4.800
Top Speed Preset to 124mph/200kph
1: 4.245
2: 3.376
3: 2.732
4: 2.241
5: 1.862
6: 1.580

Then use the Final gear, and lower it until the Top Speed listed in the top right corner, is sufficient for the track you're running.
