You can see in the video GoW at 60fps, plus new content, plus the PC version of the "Achievement unlocked" (I presume) in it as well.

I liked Gears of War enough that I would have bought it, even though it was on 360 (similar to Halo), so this is perfect. I wouldn't be surprised if it was better than originally, too (also like Halo). I bet they will make it so you need Vista, though, so screw it.

They just announced it will work on XP as well.
