General Rule of Thumb for tuning?

I'm just wondering if there is a general rule of thumb to follow for the different layouts available FF, FR, MR, 4WD etc

Like would a basic tune for a Civic possibly help some way towards getting a better setup on a FTO etc
 
Well, I always do the same steps first.

Lighten the car, put a sports exhaust + manifold; Racing Air Intake and Sports Intake Manifold. Sometimes I add a turbo oder Supercharger, but that is just an extra bonus.

The real work starts at the setup, and there is just a lot of testing needed.
The Setup of my Integra Type R works for almost every FF - Car, but I don't think that this setup would work very good @ other layouts.
