Yup. Mine resets at 6:00pm local time (Central Standard Time) - which would be 7:00pm your time (EST).

Yes, in the sense that the game defines a "day" as the period between midnight GMT and the following midnight GMT. So for me (being CST), I can get ONE car between 6:00pm and 6:00pm the following day. Theoretically, that means I could get one at 5:59pm and one at 6:00pm on the same day, because the game sees those as different "days" for trading purposes (more likely, the PD *servers* see them as different days, or people could send, delete save data, send, delete, etc.)
