You have to gift first and and expect nothing back in return.

Expecting a gift back is not gifting. It is called Trading.

Second, Not sure if you meant that you wanted to a Gifting "Exchange" sort of program.

But, wiser to say you will give first. Some are just a bit cautious to things like this. I am more suspect I guess.
