Golf R wrong pp?

I'm loving the golf r its a great drive and looks the part but I've got a question with its pp, fully tuned its 516pp however my evo x at the same pp has nearly 100bhp more! Running both cars at the same pp on trial mountain the golf was 3 seconds a lap slower due to being 100bhp down. This renders the golf r useless in a pp controlled lobby as it will just get left for dead on the straights, it's a golf so why such a high pp?
 
Same pp levels don't seem right for a few cars in this game. At 450pp the gt-86 vs. the spoon integra at the same pp was about 2 seconds slower on the Nurb GP/D.
