Grid order set by free-run lap times?

Sorry I looked for the answer to this everywhere!
Do the lap times set when in the free-run stage determine the starting order of the following race?

(Sorry if this has already been asked)

There are several settings for this in Event Settings.

Im 80% sure if you set "Fastest First", it will do just that for free run performance and the first race.
Second race and onwards I dont know if the grid is set by fastest first from the free run, or from the previous lap.
