For those who didn't make it all the way to lvl 40 using the SS9 glitch the next best thing (as far as I can tell) is the 3 lap tour of Madrid mini in the lightweight cup. Soup up a Daihatsu Copen with medium or soft racing tyres and full turbo boost.
3 laps ~ 1:00 each. 3 corners per lap.
Start to Start turnaround of ~ 3:35
287,000 Cr and 52,000 xp.
20mill every 4 hours.

Is there anything better or easier?
 
Supercar Eifel has it beat. Here's the math:

287,000/215 secs = $1334,88 per second

490,500/330 secs = $1486.36 per second

That's 5.10 start to finish in a Bentley Speed 8 and 20 second turnaround.
 
There's the Tous France Championnat Autumn Ring (seasonal) which pays out 335,900.. it's almost the exact same though.. I'm not sure about the exp.
