It may make you faster in the straights but if you lose speed in the corners as a result of less precise throttle control, then more horsepower ends up costing you more than you gain. I think that should be a compromise for the driver to choose. The tires, though, should be specified, because it is a factor in your lap time.
Actually.. uh if your good, more hp does mean lower times.. especially with grip. same car, same hp, just different tires...
