I think it's when you have two groups: Cruisers and Patrolmen. Cruisers are the people who cruise around the designated track under a specified speed limit, most commonly 60 mph. And Patrolmen are the people who do the same thing, but look out for people who exceeds the speed limit. Then the Patrolmen chase them down, order them to park on either side of the road to give them a penalty (I'm not sure what kind of penalty). After that process is finished, the Patrolmen resume to normal behaviors.

Yeah it's really dumb and I think the cop cars should even sometimes be a bit slower than the "bad guys" because it presents a challenge and the "bad guys" shouldn't all be in fully tuned GTRs and Vipers.
I played once I used the gtr pace car and everyone in the lobby get pissed and kicked me from the room. If the lights worked it would be the best car for a in the game.
