I have found this to be one of the best rule combinations in GT5. The weight and power are perfect so a variety of cars can compete competitively. The tire wear insures that lap 2 will be painful if you drive like an idiot. Do you push the first lap and go slower on the second or do you save your tires, its a tough choice.
