No, you're right... That was the plan. They wanted to slow the cars down in corners - grooves mean less rubber on track, so less grip. It came about at the same time they started bolting planks of wood under the cars - if the teams countered it by running very, very high downforce, the board wore too much.

But when the season started, they were all running 0.5s a lap quicker than the old cars anyway...
 
Yeh, here I was thinking the F1s were getting slower every year due to the new safety restrictions...
