Gt5: Playstation store downloading pack help plz

I bought US 50$ card , And i bought all the packs on gt5 my GT5 CD Region is (2) . And my friend wanted to also download them on his game and he have GT5 Region (1) . He downloaded them but he cant find them in the DLC in game. Should he buy another packs to download the packs ?

Another q : Is the Money card region should be the same to the game region ?
 
Did he click the red button that looks like a download on the main screen before entering game??

Did he install the dlc??
 
If he's trying to use your account to download the DLC packs ("game sharing"), that's against PlayStation TOS, and could get both of you in trouble. Not to mention, should not be discussed here, as per the rules.

To answer the other question: yes, DLC is region-locked. Region 2 DLC will only work on Region 2 copies of the game.
 
Yes he downloaded them . My Q is that can i download the pack no matter what was the credit card region ? from US or other countries ( i want to buy another US credit card )
