I don't think its a question of better--just a fair amount different--both have advantages over the other.
Its hard for me (or anyone) to be unbiased depending upon which you played first. I love them both.
In my opinion:
I rate mission play for the two about equal (as far as complexity)--both need more involved/harder missions. I absolutly loved the final mission in GTA3 (The Exchange)--very challenging since they take away your weapons and then also put you on a time limit.
I'll give VC credit for having more/better weapons, motorcycles, and much better radio stations (although Chatterbox is a great station--the rest are mediocre at best), and multiple repeatable street races.
GTA3 has the advantage in city geography--hills, multi-level streets, subway/L-train (although the trains were ignored in the mission play--should have given you a timed checkpoint mission on top of the L-train and/or subway at the very least), storyline, and having the gangs get pissed at you making a venture on their turf not just adventurous but possibly a fatal experience.
I also found GTA3 a little more challenging in simple navigation since you don't have a pause map to refer to---you are forced to learn the city and I found I learned my way around faster in Liberty city then VC even though the layout in LC is significantly more complex--- VC makes you lazy.
Adding VC's possitive attributes to GTA3 would make it a much better game then adding GTA3's to VC. Just adding some street races to GTA3 would make it awesome--- racing on Shoreside Vale and Staunton Island would be sweet.
I'm salivating at the prospect of San Andreas combining the best of both games in one.
