I'm not much a hat guy, and these were definitely cool at some point during the past century. Now it's seen as a fashion faux pas more than anything (thanks to the internet and people's inability to distinguish it from the more maligned trilby).

Meh.

Hmm...on one hand, the Blues Brothers wear them.

On the other hand, obese neckbearded MRAs wear them too, and cry "MISANDRY!1!!!!11!" at every opportunity they find.

They cancel each other out, so meh.
 
This may astonish many here, but wasn't around in the 1930s to have thought any sort of hat like that was cool. So it's an uncool from me.
 
The internet ruined a hat that was usually worn by 30's gangsters. Seriously Uncool.
