GTR Spec V Cant be Tuned As Much

I'm one of those people who got collectors edition, and stayed with the game. I remember that I bought a Spec V in last December and I tuned it to a whopping 860HP, yesterday I wanted to make another one but this time the spec V can only get 800HP, but I still have the one that has 860HP, when did they do this to the car, when did they make it be tuned differently, who else has noticed this?
