GTR2 Car Skin Help

I've really been wanting to make a skin in GTR2 and I want to know the best way of doing it. I'm going to do the Adobe Photoshop trial to make a skin, but the rest of the process I don't understand. If anyone could help out it would be greatly appreciated.

Gimp can do it all for free, but I can't really recall how it was done as it was sooo long ago. I'm sure I found a tutorial somewhere.
 
I looked around this forum for those B-Spec GTR2 championships. One gave a link to Paint.net so right now I'm just experimenting and learning the program. I was surprised that it was your skin when I saw the driver name "daan" in a race :lol:. You won in the NGT class too, you're pretty fast!
