Has Route X been locked out for non DLC players

When the first set of track DLC released i was able to join online rooms of those tracks with no hindrances. Now im not able to join Rooms that have Spa or the Kart tracks because i haven't bought the DLC. I havent been online since the new DLC came out.

ARE you required to buy the prompt when you join a "DLC room?(if you dont have the dlc)
 
From what i've seen, you're able to enter this track online without the required DLC.

But this may get patched later on, so it's best to join it soon.
 
i also have this problem, yesterday i could join a couple of races on the route X track.
But I´m not always able to join races on Spa. I have never bought a DLC
