You know how its like 12 dollars US. Maybe its so cheap so when your paint chips run out, your cars engine and chassis start withering away, you can re buy them ? When you re-buy them it gives you back the paints and the cars to when you first bought them. Thats why the prices are so cheap...?

No. that would not make a difference, in fact it's impossible to re buy them on the same PS3 account because you can download content you've already bought as many times as you need to after you buy it from the PS Store.
 
You only get 1 of each paint chip, yes. I too am wondering if it's as simple as just redownloading it...
 
Fingers crossed the paint chips are sendable. Even just to a sub account. Something tells me they wont be though :(
 
I think its more a case of PD either losing touch with reality or going down the route of milking the DLC for more and more money.

You can always restore engine and chassis with ingame credits and its as good as new... as for the paint chips... it is a very stupid system... we should unlock finishes and colors until we get to a certain level and than be able to access all colors at all times. (paying only the paint job)
