HELP! cannot connect!!

Hi. Its been a few months sense Ive been on and now I cannot connect to any lobbies or user created races. Gives me a error of due to network problems you cannot connect at this time. or if i join a public lobby Im the only one in there....I have tried everything i can think of:
I bypassed my router
I have gave Xbox static IP
I opened ports: 3074, 88, 53 and 80
I have put Xbox IP in the DMZ
I have reset everything multiple times
I have set IGMP snooping from blocking to standard mode
I have DSL service with POPPE settings
I cannot figure this out and i just bought another Xbox Live membership and now I cannot play. If anyone has Any ideas or tips please let me know....

Do you only have this problem in Forza? Are you able to play other games in online multiplayer modes?
 
Usually there is a reason why certain people cannot connect, why has it been a few months since you were on Forza?
 
My Xobx live subscription ran out and I did not renew it for a couple of months.....I have never been banned or anything like that....
Update too.....so I still cannot connect to any user created races but when I try to join regular lobbies I ALWAYS start by my self and if I wait for 10 mins or so I might get one maybe two people join my session....I know there has to be more people playing forza...I cannot ever get into lobbies where anyone is in them like Cat and Mouse or Tag
 
Very strange, your NAT isn't Strict or Moderate is it?
 
not that I know...It has never came up when I run the xbox live network test.
 
I have tried going back to Forza and playing that... I cannot connect to anything there either......it always dumps me into an empty lobby.
 
Easiest way to tell if your nat type is moderate or strict is to go into mw3 and it should say in the multiplayer menu, on the left side.
