Help, I cant gift my 1964 Ferrari 250 GTO.

I am trying to gift my 1964 Ferrari 250 GTO. It says that it is locked. How do I unlo k it. I also have a few other vehicles that says that there locked. All have a gift symbol showing in the selection box. But I have purchased most of them myself. Please Help.
 
If you try to gift a locked car
You're gonna have a bad time.
 
remove the set-up and livery and you'll be able to gift it
 
If you've removed the tune and livery and you still can't gift it then may I ask if you bought the car using car tokens? I bought my own 250 GTO through the car tokens because I had 2 from the Porsche pack so just bought 1 more so I could get one of the cars for an achievement and only then did I figure out that you can't gift or sell them in the AH.
 
Yeah, that's what happened to me too. Was gonna try and get a mate the Exclusive Taste achievement.
