Help with backgrounds

This will be my first time trying to converting a background using Inkscape. I've made tons of decals/logos but I never tried a picture. If you can give me any help with this I would appreciate a bunch. I tried once with what I've done in the past with decals/logos & I wasn't able to get it to work. The other thing I'm seeing is the file sizes are way to big. Anyway I've attached a image that I would like to use.

Not a hope. The file size will be massive.

Indeed, it will be impossible to trace, and hard to hand-draw.

I suggest that you try to achieve the same kind of effect by using the in-game shapes, there is quite a large selection of scratches, splashes and drips.

I think what he's saying is that you must use the in-game shapes and apply them in the livery editor on the car itself.
