Help with ingame connection/browser issues

This link has a video of the problem. Every race i need to reset connection, sometimes it's not enough and a error message shows up (uploaded here), and liveries, photos etc from the browser just won't load. I'm really lost. Already tried deleting cache, reseting ps4 network configuration... Anyone had this problem before? Plz help.

The only times I have experienced slow-loading was when I had wifi / internet issues. I would reset the modem and the router together with any relays, restart the PS4 and that usually did the trick.
