You only have to change them if they get worn out in a race, then you must pit to change them.
But they will always get fully replenished after you get off the track.

It's impossible to say how many minuets they will last. If you drive recklessly, they won't last as long, if you try to preserve tires, they will last longer. Il also depends on the track. Typically, tracks with fast, long corners will be the hardest on tires.

In single player you wont experience any tire wear until youre doing s class events and then when you need to pit you'll certainly know it. As was mentioned, it will vary based on which compound your using, how smoothly you drive and what track youre on.
