I'm honestly not sure. Most things of this nature are usually fixed through litigation in America, but the BBB has the ability to alert whatever government agencies would cover this situation. They really have no power themselves, other than playing the snitch.

There are laws to prevent it, but the legal process is a very expensive and time consuming process in America, and fraud cases typically aren't pursued.

Particularly by Viper owners, as I said, who would probably be more willing than owners of other cars to let things like this go, due to their financial situation.
