Well look what I found when going through one of my PC mags:
Q. Is there a way to turn off the tip balloons that display over Start menu items and in Windows Explorer? They often get in the way.
A. Yes, you can, but it involves you editing the resigtry.
1. Click Start > Run, type regedit and click OK to open the Registry Editor.
2. Navigate to the key HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced.
3. In the right-hand rane, double-click the key ShowInfoTip and set its value to 0, then close the Registry Editor.
You'll need to log off and on again for the change to take effect. You can always re-enable the tip balloons by resetting the same key to a value of 1.
