You need:
HKS Genki Hyper Silvia RS2 '04
48250 Credits.
Buy the car, and change the oil.
Buy a Stage 3 Turbo.
Buy Sports Soft Tyres/Tires
Buy A Fully Customisable Transmission
Apply them to your car, not your face.
Set The Top Speed in the Transmission top speed slider to 224. The Gear ratios should be: 1st 2.855 2nd 1.786 3rd 1.239 4th 0.913 5th 0.714 and the final gear thing should say 3.692
In the Suspension (Which is already equipped) Put the Ride Height Adjustment to 10 for each.
If you did it right, your Silvia should have 575BHP and 602PP (Bear in mind yours may vary slightly due to wear.) and will do 201MPH.

HKS Genki Hyper Silvia RS2 '04,,,,,,, and will do 201MPH.

I've yet to retest this car following the 2.08/9/10 updates but as of 2.07 (beginning of December anyway) this car was running 217mph over the standing 10km speedtest, with the potential for more over a full lap of Route X. Also, a little bit of an odd question perhaps, but if you're tuning the car for outright speed why did you limit the tyres?
(Edit - Just retested and it and it still runs 217/218mph over a full run of route x)
