Photoshop - "The Blood Vessel/Bacteria Effect"

It's a simple yet nifty thing i stumbled upon a while ago.

Step 1:

Any size canvas can be used for this. Just be sure you aren't going to resize. Ok. Select the "star cluster" or "leaf cluster" brush. IMO, the "star cluster" works better. Fill the background, any color, covering most of the area except for a few [small] spots.

Step 2:

Now it gets a little tricky. You can either apply the Apply the "Find Edges" filter (Filters > Stylize > Find Edges), then the "Glowing Edges" filter, which is in the same place as "Find Edges", or just apply "Glowing Edges" by itself. Fool around with the settings until you get something to your liking.

Step 3 (optional)

Time to mess with the Hue/Saturation (Image > Adjustments > Hue/Saturation, or Ctrl + U) to give it some color. Mess with the settings until you get something to your liking.

And voila! You can get a little fancy if you want to...
