How can a TS030 Hybrid '12 race at 500pp?

I would like to race the TS030 at the Laguna Seca 500pp seasonal. But even though I reduce power by 50% and have 200kg balllast it is still 515pp! How can so many people race this car at 500pp?
I'm thinking that I'm not seeing something really obvious.
